Question about baby bath tubs

We have been using the bathroom sink with a foam insert, but he's outgrowing it.  Our plumbing in our brand new house is totally messed up and it takes several MINUTES for us to get hot water in a faucet.  Does anyone know if you can put cold water in this thing and it will heat it up or do you have to pour in warm water? 

 Or..is there another kind of baby bath tub that you can recommend?

    the only advice i can give is that my lo loves the whale fisher price bath tub. i had another and he would scream while taking baths. now he plays since we got this one.
