we just started a week ago, but we would do it about 20 minutes before we knew she'd be looking for her next bottle. This way when we are done with the cereal bath, um i mean feeding, she'll be ready for her bottle. I wouldn't recommend doing it when they're hungry, not at first anyways, because it's frustrating for them learning how to eat. I don't think it'd go over too well...
good luck!! only advice: get a big plastic bib and keep a wet towel handy!
I started doing it a while after he had his first bottle when he was in a good mood. No reason other than I thought he'd be more willing to try something new then.

You may also want to let LO eat about an ounce of the bottle and then stop and introduce the cereal and then finish with the bottle. It works as long as they are not too hungry

I started with cereal at dinner time. He got a little bit of his bottle (so he wasn't ravenous) and then cereal and then the rest of his bottle. The first few times he only took a couple of bites. Now he's up to 2T in the am after his bottle, 1T in the afternoon, and 2T at dinner.
