There is a chance he might be deciding to come out on his own terms....

My contractions are still every 10 minutes...lasting 1 min and they they are becoming painful....all of them, not just some. Full deep cramping in the pelvis feeling with a dull ache in the back....

So now I am wondering if I will make it to induction at all or if this is just him making some "noise."

Sorry but maybe I missed what is the rush? You are less than 40 weeks. That is still well within the full term range. Is he in distress? I know you have been having contractions, but it seems like things are progressing, unless he is having some problems, I would just try to be patient. I know waiting is hard, but try to relax. And Good luck.
