I agree completely. My DD was not ready in Kindergarten and is now struggling in 1st grade. She gets pulled out of class 1 hour every day to work on her reading and her math but then misses out on other subjects in return, making her fall being in every subject or results in her bringing home all her work she missed in class to do as homework.
A 1st grader shouldnt have to do 2 hours of homework at night
We were having this issue too. We finally had a meeting with the teacher and if I sign the homework she has to count it as done...even if it's not even touched.

You don't leave it untouched do you?
Hells no. But I don't make him do more then what he can do and we don't let it become a huge battle. We are still working with the school to get his LD diagnosis finished. It looks like Dyslexia. I also don't make him do more then an hour total a week...which is what his teacher said is all she would ask.
It took a lot of talking and working together to get to this point. He also has a modified spelling test. It's made a huge difference. At least this way we aren't setting him up to fail a test every week, which is what was happening.

Just checking because if I had an accommodation like that at my former elementary school, some parents would have run with it and not had their child complete a dang thing.

For us it really isn't about not wanting to do the homework...it's about not being able to do it. I'm trying not to beat myself up because I knew there was a problem last year and I let people tell me it was "normal" and I didn't have anything to worry about.
I know this too. They told us that it is usually not caught until 3rd grade and that we are very lucky that we caught it this early. And it may not be dyslexia after all. We are still waiting for some of the testing. It is just what it is pointing to so far.
