Toodle hasn't even come close to finishing any of his bottles today and is getting distracted/fussy at the breast very quickly. He's not so stuffed up that he can't breathe, so that's not it, and is otherwise acting normal. He's eating, just way less than usual. Anyone else experienced this?

Oh definitely. I think that is one of the first things Pedi's will tell you too is that they eat less when sick. I remember we took Savannah into the Pedi when she had an awful cold and I was like, "She isn't eating well!", and he said, "well, do you eat well when you are sick?" He had a good point.
BTW - Happy Belated Birthday!!!
Very true and my pedi even says it's ok if they don't eat anything for a day- nothing to worry about until it's been a little longer. I hope he's feeling better soon.
