sucking on lower lip all of a sudden--teething?

I know my LO has been drooling like crazy (starting to get rash under her chin and neck) and she puts everything in her mouth, but I know that's normal behavior because that's how they explore right now. But this past week she's also been slightly more irritable, more fussy when taking her bottle. She's eating less from her bottle most days. And she's been constantly sucking on her lower lip...can this be an indication of teething? Just wanted to see if you experienced this and if it could be related. Thanks!!
