Help with my PTing dilemma

So we took off Kyle's diapers last Thursday and now he is pretty much PT'ed AS LONG AS he is naked from the waist down and has access to his small potty somewhere in the house. He never tells me he is going to go, he just stops doing whatever he is doing and runs over to the potty, pees or poops, and then comes to tell me he did it. GREAT!

The problem is that as soon as we put underwear or clothes of any kind on him below the waist, he stops using the potty and pees in his pants instead. I think part of the problem is that he is so independent when using the potty and doesn't tell me has to go, just tells me after he uses the potty. Also, as a result, when we're out in public, there is no little potty to run to and he just does it in his pants. Plus, he doesn't like to use the regular toilet yet, which is a problem while we're out. I carry the Bjorn potty in the car, but this hasn't helped yet.

Soooo, my dilemma is two-fold. 1. How do I get him to transition to wearing underwear/clothes? 2. How do I get him to tell me before he goes potty so we don't have accidents in public?

I need your help ladies... I want to gouge my eyes out over this whole thing. I HATE Pting

I would put him in clothes he can do himself (no jeans, just stretchy pants), and set a timer for him to take himself, every 30 minutes or so, until he gets to the point where he can hold it or come and tell you. And in public, ask frequently and take him often.
