I have the single instep safari and my GF has the double... She loves it... but I cant give you personal recomendation on the double if that makes any sense
We have the Graco duoglider, which I picked up cheap at our second hand store in excellent condition. You can easily get it new for under $200. I would give it an OK rating. I don't hate it but really I think there are better options. (I got the duoglider because it was too good a price to pass up and it actually matched our travel system we bought with DD 2 years ago.)
Pros: my oldest loves it our carseat snaps in big dropdown basket easy to open and close durable
Cons: heavy very long-feels like you are pushing a shopping cart (which I don't really mind too much since I grocery shop from it ) takes up a lot of space while folded-almost fills the entire trunk of our Ford Taurus & difficult to maneuver to fit in the trunk
We have the Combi double umbrella stroller, and love it! It's big enough and has great storage underneath, but it's still very lightweight. It also folds up very easily. It's $230 new, but I've seen a lot listed on Craig's list
I can only say from a non twin standpoint. I just got the graco quatro duo, I love it.

front seat is open so that older child can get in and out themselves
has drink holders (my britax did not)
can fit in the trunk of my nissan maxima, and I have room for groceries
I got it on babysupermarket.com for 199.99 with free shipping- it is about 250.00 on bru and is ugly brown and red. I looked at many strollers and for the compact size, price and ease of opening and closing I went with this one.
