What does the snail mean?

I've been around for a while and always wondered.  I thought it might've been for a slow thread, but, I think I am mistaken.  Could someone shed some light on this for me, please?  Thank you!

    I *think* it means that someone is sneaking in to the thread and back out again because they don't want to get involved....but that's just from observation....

     

    maybe someone will correct me.
