What to put in favor bags for 1st b-day party?

I only have 6 kids coming - one 11 month old, two 4 year olds, two 2 years olds and one 5 year old. ?Does anyone have any good ideas? I know I can do candy for the older kids...but what about the others? The theme of the party is Ocean Creatures if that helps at all.?

we're doing a luau theme and for the goody "bags" I am doing beach pails with little goldfish bags, swedish fish for the big kids,little sunglasses, and some type of educational flash cards.

I had a Spongebob party for my 2 yr old and we did beach theme buckets. Each one had a beach ball ($ store), goldfish crackers, Spongebob fruit snacks and Bubbles.
