Sueball or other self-employed nesties, come in!

For my freelance editing, I was technically self-employed during 2007 and 2008.  I got a 2007 Survey of Business Owners and Self-Employed Persons in the mail last week and it says I'm required by law to fill it out.

The thing is, I feel like a complete idiot.  It seems so confusing to me.  Do I consider myself the business owner since I was contracted out?  Did you get this survey? 

I really shouldn't worry too much about it bc it's not like they'll know how accurate I am, but I feel bad submitting inaccurate information.  But seriously, it's so confusing.  Do I really have to do it?  What would happen if I didn't?  I probably made a total of $5K over the 2 years... it's not like this was a big business.
