There was an old guy that would do that at my old job. I would literally peak over my cubicle and stare at him. He wouldn't stop! He had more seniority than me and was a go-to person for problems at work so I let him go.
I don't know where people got the idea that this was appropriate to do anywhere but at home. I shared an office with someone who trimmed their nails at their desk, and I usually would go take a walk when they would do it.
I've done this before but only if I have one that is like chipped or partially ripped or something.
This ... I can clip it or I can wait for the hangnail to snag. I don't do a full on manicure at my desk but my nails are really thin and tear easily, sometimes I have to stop it before it tears down to the quick.

Hate the sound... hate it when DH puts his nasty foot up on the bathroom counter to clip his toenails... hate it when my 10 yr old DS leaves the clippings all in the sink.
