Check out Etsy (link below to seller).  She charges $15-20 to format and then sends you the PDF, you send it to Walmart/Target/Shutterfly to make prints.  You can tell her if you'd like the colors/fonts/etc changed and she makes all of the changes.  I could not believe how cheep this option ends up being.  You do have to buy envelopes, but you can get those anywhere.

They were reasonable and I emailed the pic to them.  I spoke to the woman, Luanna on the phone a few times.  I was so happy with mine!
