Jasper sounds a little hillbilly to me. I don't hate it but wouldn't use it myself. Agree, no NN necessary. I am a little...unsure....of the nn Effie. I just can't imagine calling someone that IRL.
I like both your boy and girl names. I know a doctor whose first name is Jasper (and he has a hard to pronounce last name.) He actually goes by Dr. Jazz, and I think it's fun/quirky.

We live across the street from a Josephine. They are adamantly against nns and have had to shut it down when daycare tried to call her Josie or Jojo. I don't know what to make of Effie. Part of me thinks "interesting and different" and part of me thinks of the Beverly Hillbillies and wants to add "May" on the end of it. But I never actually watched that show, so now I'm wondering if that character was Effie May or Ellie May.
Did you say your other child was Jonah? That seems like a very different style from Jasper and Josephine. Less country.
Wow, I never thought of Jasper or Josephine as "country" names. That's interesting though. Jasper strikes me as more of a British name, didn't even know about the Twilight character until today! The nn Effie for Josephine is actually the traditional nn along with Posey, so I can't take credit for coming up with that. I love looking 1920s names on the SS site which is where I saw Effie. Thanks everyone for your opinions!

I think Jasper is a quirky, cool pick for a boy. It's unusual, but not weird, easy to say and spell. I like it.
