My son loves "First Words. It has a picture with the word spelled out. Then letter tiles mixed down below and they match the letters until the word is completely spelled. It does double duty by teaching them the names of things and their letters. My son started playing it around two and has learned all his lower case and capital letters. It's AWESOME!
He also loves:
1. Another Monster at the End of this Book (interactive Sesame Street Book/App)
2. The Great Cookie Theif (interactive Sesame Street Book/App)
As smynings_bride said, anything by Duck Duck Moose is awesome.
We also like, LunchBox, Tozzle (puzzles), Elmo ABCs, Curious George to name a few... and the latest fun (not-so-educational) game is Hair Salon 2 by Toca Boca.
We like "Endless ABC's" it a vocabulary building, letter sounds and letter matching app. High quality graphics and out-of-the-box vocabulary words. Worth it.

These are our favorites and all under 4 bucks. They are all worth the money especially the Bugs series. Each of the Bugs apps have at least 12-18 little games inside that you don't need to purchase/unlock. The Bugs and Numbers is more math oriented and should maybe be the last one you get. Bugs and Bubbles or Buttons are on the same level..
