I have a Ruby (4)and a Scarlett(2) and some people notice the "theme" and others don't. I honestly just love both names too and they will grow up to be individuals so I say do it! Super cute!
Are you only going to have two children? If so, then it would probably be okay. It is a bit cheesy, but lots of people have themed sibsets.
If you are planning on having more children I would not do it because it kind of locks you into using another 'red' name (Rusty?) or having one child standing out as not matching your theme.
Given the fact that your daughters will only be living under your roof (ie needing you to call for their names in tandem or sign cards for them, or...well I really cannot come up with any other times where people really list an entire family's set of names together....) for 18 out of the 78 year of their lives, I am not quite sure why it matters.
It's definitely theme-y, and I'd probably make a SLIGHT side-eye. But it's not THAT bad. They are both really nice names, and if you really like Ruby, I wouldn't let it stop you.

If you like it, roll with it. It's a bit themey maybe but they're both solid legit names people know.
What do I know though? I have a Ruby and my baby name of the week is Hazel..so I'm right there with you in a way.
I woudln't even notice.

Garnet?
Rose?
That's a tough one because both names are great. If it were me, I probably wouldn't do it.
