My kids have a summer bday and I feel like we've been to parties at all the usual suspects this year w/ the kids in their class- monkey joe's, pottery painting, some recreation place, the local community center, karate place, gymboree...I asked my kids where they want their party & they have not really responded. I thought it would be really fun & easy to do it at a park near us where we could reserve a pavilion next to the bathrooms & close tot he playground & splash area... (I really don't want to do it at home b/c while we have a big backyard, we built our house last year & don't have a deck or patio or any outdoor space like that yet & I really don't want it in the house...)
SO my issue is- what about rain? (or too hot, but at least the splash area would help w/ that). I don't want to do a rain date... if we had a covered pavilion we would technically have a place to be sheltered but ppl would still have to get from car to pavilion, etc.
Also what kinds of activities for 4 yr olds that are possible in this setting (given wind, outdoors, etc). I don't really need a ton- maybe decorating something or some kind of game/activity...

I agree with this. Maybe put on the invitation that if the weather is bad, the party will be at your house instead.
Also, how likely is that it will rain? You say your LO has a summer birthday. My babies' birthday is in August and I'd bet money on no rain on the day of their party.
There is nothing wrong with having a B-day party under a pavillion as long as it is not raining so hard that people are still getting wet.
Have a theme (pinterest's bread and butter) and set up crafts/activities that can be done under the roof.
1) have a paint party, where the kids are allowed to Jackson Pollack a canvas (or wooden board). all kids love the idea of splattering paint.
2) make candy/edible necklaces - where each color is a different candy piece (though you have to be careful of bees - but if its raining, you are safer).
3) pillowcase signing - each child gets a brand new pillow case and permanent marker (its a dirty party) color. Then they go around coloring on each other's pillow cases. You can do the same thing with T-shirts, but kids outgrow those so fast.
But if you really dont want to do this stuff, you can always look at maybe doing a FireStation birthday party.
