Floation device

I am looking for something for my 18 month old to wear in the pool and at the beach.  He is under 30 lbs.  Is there anything that anyone can recommend?

    I saw several posts but I didnt see that anyone had made a recommendation on a brand or style for infants.

    DS has an O'Brien Infant vest and a puddle jumper. The vest is for the lake because there is no beach just a seawall and its 3' deep and there are docks and boat lifts he could potentially hit his head on. He will also be on a speed boat and pontoon so it is a neoprene upright collar jacket. If he falls in it will keep his head above water, not true with all life vests.

    The puddle jumper is if we go to the beach or a neighbors pool.
