It's FIL's name, DH's middle that he picked at age 3. (Because sister had a middle name and he wanted one too.)
I hate it. It's boring to me. I considered Step as a nn. (Like Trip?) But that was too close to strep. I hate the name Steve. The only thing I like about Steve as a nn is the guy from Sex In the City.

I think it's a perfectly fine name. My thesis advisor was Steve, I dated a Steve, Stephen Colbert is awesome.
It's a MN. I wouldn't make a big deal about it unless I hated it as a FN. But that's just me.
I like the name Steven. I hate Step as a nickname like you suggested though. If you don't like it though, don't use it!
