Wow the Government's HR Dept is rude

My dept closes in Oct, and my job ends in July, so I've been actively looking for work.  I applied to a government position and this is what the automatic email  I got rejecting me. On what planet is this email not rude.  A simple "we got your resume,' but, will not be pursuing candidacy" would have been fine.

  "NR - Not     Based on the information you submitted, you are qualified for the position(s) listed above that have this  Referred    status code.  You were not among the most highly qualified candidates, however, and your name will not be referred to the employing agency at this time."
