In our house, he takes out the trash, so I put the new bag in. I figure if he's doing the yucky and potentially heavy part, then the least I can do is replace the bag.
OMG I'm so glad we aren't the only ones with this issue! I think if his chore is trash that should include replacing the bag. I don't ask expect him to load the dryer if I've washed clothes so I shouldn't have to replace the bag!

Haha, it is nice to know others have this issue. We have finally settled it and the person who takes it out replaces the bag....that's one argument that I eventually won.
I take out the rubbish 90 percent of the time. And replace the bag. When H takes out the rubbish he doesn't seem to remember to replace the bag. Thankfully it's been a while since I discovered that the hard way. That said I don't think we have ever sat down and discussed it either.
I think it's the job of the person that takes it out. Unless I'm standing there when he takes it out, I don't know he's done so until I go to throw something away and surprise surprise, no bag. So, I have to set my garbage down, go get a bag, put it in, and then throw my crap away. Annoying.
I think he should, but I can't even get him to throw away his empty toilet paper rolls.

Actually, he occasionally does throw the empty one away, but then still just sets the new full one on top of the holder.
Re: trash bag. I'm firmly of the opinion that it's all one chore. Take out the bag, carry bag out, put new bag in. (Not that it generally works that way at my house.)
