Is there a specific reason you need steps? If not, the Garmin 210 with heart rate gives you time, distance (not steps), calories and heart rate. I know that Polar also makes a few GPS watches now, too. I don't think anyone makes one with a pedometer (step counter).
I don't know if there is a watch but I LOVE my fitbit. It keeps me motivated and honest. I keep it clipped to my pocket. When I wear a dress to work, I keep it on my keys I wear on a lanyard around my neck. I walked over 10,000 steps and 4 miles at work yesterday.
