I would say no sooner than your 6-week check up. I believe you aren't supposed to have a bath until then, as well. No submersing the incision in water.
Usually 6 weeks - your incision should be closed by then. If your scar doesn't heal well, then it could be longer. You just don't want any open spots for water to get in and cause infection.
At your 6-week checkup ask your doctor, and if everything is going right, you are allowed to go swimming. Until then, you can take a shower everyday, but very carefully so you won't wet the incision or the pad you are using.
I've never heard of not getting the incision wet I took a shower the day after my surgery and the nurse showed me how to gently wash the incision area. I think the risk with swimming and bathing is that you still have an open wound in your uterus where the placenta was attached. That needs to heal before you submerge yourself in water or have sex so you don't get an infection.

This. They want to keep soapy water and pool germs from accidently entering your vagina. Same rules for vaginal birth too. No sex/bath/pool/tampons for 6-8 weeks due to placenta detaching and internal healing.
