Swimming/Flotation devices for a dainty 2 yr old?

Can anyone recommend a good swimming/flotation device for a 2 yr old on the small side?  DD is about 24 lbs.  I had been looking at this one:  https://www.amazon.com/Stearns-Puddle-Jumper-Elephant-Toddler/dp/B004Q6O3ZW/ref=sr_1_5?ie=UTF8&qid=1368209529&sr=8-5&keywords=toddler+flotation+device

but the weight says 30-50 lbs so I wouldn't want her to slip out of it if it doesn't cinch tight enough around her.  I didn't see much on amazon that was appropriate for her that got good user ratings...

    DS started using water wings when he was 2. With us standing right with him, obviously.
