need advice , older toddler picking on younger toddler

Hi all I have a 3 1/2 year old daughter who has behavior issues and a 2 1/2 year old son . the problem is she keeps picking on her little brother , times outs don't work the only thing I can do at this time is keep them in separate areas which is hard because I am on modified bed rest and not suppose move around to much  , today is a bad day I feel like yanking out my hair the screaming just won't stop any advice would be helpful

I have a 3 year old who likes to mess with her 1 year old brother.  They're not too bad, but she definitely has her moments where I have to put her in time out.  I'm not a SAHM and I'm not on bed rest.  If I were you I'd put your DD in a preschool program so you're not left alone with the two of them for too long all day.   It may be worth it to put your younger one in a few days a week to so you can get a break.  I started DD in daycare at 2 1/2 and she loved it.
