Depends on the baby but by the time they can roll over for sure.
Mine did a full swaddle for about 2 nights, then arms out swaddle until about 4 weeks. She is now just in a sleep sack...no arms just covers the chest and legs loosely. Keeps her warm but allows her to wiggle her legs freely. She sleeps great in it.
The swaddle helps keep their arms from waking them. I quickly realized my daughter needed to stroke her face with her hands while asleep and she was never really jerky with her limbs so never startled herself awake so swaddle wasn't really needed.
My son will be 5 weeks and I still swaddle at night and sometimes during the day, I am not even going to consider stopping until after 3 months because that is when the moro reflex starts to fade.
DD will be 9 weeks tomorrow, and we still swaddle every night. She startles a lot, so we need it. I figure we have another month before we transition to arms out.
LO is 9 weeks and we do the arms out swaddle at night with an A & A muslin blanklet. (and sometimes during the day) He still seems to like it so we don't have plans to stop anytime soon.

With my son, we took one arm out for a few days and then removed it altogether around 3 months.
