Is this similar to coffee? I drank a cup of coffee in the mornings when I was pg with DS. I actually started mixing it with lots of milk to stretch it out to two cups, and now I drink my coffee that way.
This article cites a March of Dimes recommendation of 12 oz of coffee/day. They then go on to explain what the concerns are; which may help you determine your own level of comfort for drinking your morning latte.
You can drink as much as you want as long as you stay under 200 to 300 mg of caffeine. Honestly, you would have to consume a ton of it for it to matter.
Chia tea does, it is black tea. maybe call the 800 number on the package and ask exactly how much. Or else google chia tea caffeine amount. I can't see how you possibly couldn't unless you were told to give up caffeine for some reason. In general they suggest 200 mg/day for the max.

It's more a case of if there is a bad implantation and a miscarriage is going to happen it might be aggravated by caffeine, but again no evidence.

I looked on Tassimo's site and they mentioned this includes black tea, which does have caffeine, but only usually about 50 mg per cup. I couldn't figure out what herbs are used.
ETA - These are the ingredients listed in the Q&A on their site: Chai Tea ingredients; black tea, cinnamon, dextrose anhydrous, cardamon, artificial flavor, cloves, ginger, sucralose.

I am a huge tea lover--more so than coffee so it's been REALLY hard not to drink tea all day and every day! Heck, I used to work at Starbucks when I first got pregnant if that is any indication.
So in researching whether or not I could drink tea while pregnant and there is a concern with black tea (of which chai consists of) which could effect iron absorption levels.
If the caffeine aspect of the chai is a concern to you--I have found decaf chai tea (sold in tea bags not concentrate form) at my local grocery store.
