Another FF/RF Question Sorry Britax specific

Lurker here.  I know I read that you are only supposed to RF up to a combined weight of 40lbs.  My Britax specifically says it can be rear facing up until the child is 40lbs but the weight of the seat is 19.5 lbs.  Do any of you know does the new rule trump the specific seat specifications/recommendations?  My son is 29lbs so obviously over the 40lb combined limit.  Below is from the Britax website.

Any suggestions?

Product Weight (lbs)19.5
Product Dimensions (in)18.5W x 26H x 21D
Seating Compartment Height (in)23.5
Seat Area Depth / Width (in)11 / 11
Shoulder Width (in)13
Harness Slot Heights (in)8.5 / 9.5 / 10.5 / 11.5 / 12.5 / 13.5 / 14.5 / 15.5 / 16.5 / 17.5
