carseat experts - a question

I saw this thing on pinterest (see pic.)  My kid would love it.  Do you think it's safe to add to the carseat though??  We are still rear-facing too...

We have two of them. We do not strap it on the seat, just lay it in their lap. It's not hard at all, most of it is soft foam-type material, and the flat tray part is lightweight cardboard. I'm not a car seat expert, but after researching I felt comfort

This was posted on a car seat forum a week or so ago, the answers from the techs was no, it's not safe.
