Looking for advice from going to a 540plan to IEP

At my ds1 previous school he had an IEP plan (this was in another state). However once we moved and got him enrolled the new school did not continue with the IEP but rather a 540.

With the previous school ds had things in place for extra help and one on one when needed. With the 540 he does not get that.  

He is only in kindergarten but is behind in reading, but good with everything else. 

Now my question is how can we get his orgianl IEP plan back into place? How do I fight it and what do I do about next year.

I am really thinking about trying to get him placed in a local learning center. They test the student and have different doctors on staff (pyscologist and so forth). I have the paperwork filled out and will turn in Monday.
