Non talking toddler

I have a 22 month old son who refuses to speak. He'll say small words like stop and go and oh and daddy but he refuses to say anything else. His hearing has been tested and he understand what we are saying. But when he wants something he pushes and pulls us to get it. I know he's being stubborn has anyone else had this experience? We're looking for a speech therapist now but we're new to Houston and we had a big move last year from Denver so we're still learning the city.
