My two year old likes puzzles, in particular he likes shape builder.

A good first app is the free leapfrog app, scout and me. Or Nora's bubbles for young toddlers.

My DD is REALLY into the Disney Audio Books. They have games that come along with the stories and it highlights the words as it reads. She LOVES them!
