Our foster agency called yesterday to ask if we would be interested in possibly becoming a pre adoptive family for a two week old boy. His mother has been found unfit because she is severely ID, she lives with her maternal grandmother who also has major delays, so the home is not a good place for him. His mother didn't realize she was pregnant, had no prenatal care and had him at home, he has been in NICU since his birth to monitor for infections, he was discharged Monday.
Since maternal grandmother and birth mom have ID's, the chances are pretty good that he will eventually present with something, right? We don't know anything about birth moms mom or birth father or any specifics about the MR yet.

Does pre-adopt mean something like foster adopt?
I guess you could consult with a geneticist. Did they do a blood draw on the baby?
If the father does not have an ID, I guess it could be possible that the Y chromosome could help
