I have seen pools be closed b/c a LO has pooped in the pool. I want to prevent this from happening. Do swim diapers work? Which brand is best? Do I use plastic liners?
Use a disposable or reusable swim diaper. They will contain poop. DD, as it happens, has never pooped when we've been at the pool. Also, as PP said, they don't absorb pee so use a regular diaper until you get there.

Reusable swim diapers work better than disposables. The pool we take swimming lessons at requires them and will not let your child swim with a disposable. Make sure you get the right size, though. They shouldn't gap at all around the legs.
Swim diapers are typically required at pools for this reason. (Contain the poo). I use huggies swimmers, and they seem to work fine...albeit LO has never pooped while we've swam.
We use Bummis for Dd's swim diapers and love them. Our pools actually won't allow infants/toddlers with disposable swim diapers and require you to use reusable ones.

Swim diapers contain poop, but not pee. So, put it on when you get there, not to wear in the car!
