During teething, our regression is to the pacifier.  Sometimes a frozen washcloth works instead, but the pacifier is easy and satisfies her (mostly).

My babe is too 13.5 months and teething.

I give her three bottles of formula (in the morning/4oz, late afternoon/2oz & before bed/3oz) Otherwise, she gets sippy cups (containing milk, barley tea & water) & yogurt drink out of a regula
