Hitting

My 2 year old is hitting. It started about 6 months ago but ended after two weeks, seems its back again. She laughs hysterically and when you say "no, nice hands" and grab her hands she immediately goes to hit again. We've tried yelling, time out, nice hands, pretending to cry, punishing her by putting her in her room and closing the door, anything to get her to cry or else she thinks it's funny and won't stop. What else can we do??
