Hitting

My son is an extremely active and happy 17 month old.  Recently he has begun to hit other children for no reason.  We will be at a party or in a gym and all of a sudden he will walk up to another child and hit them.  I'm usually right there, so I grab his hand, look him in the eyes and say "you have to be gentle".  The second I let go, he hits the same child and then for the rest of the time, he will constantly go back to hit the same child.  This doesnt happen all the time but when it does, I don't know how to react.  Oviously my method isn't working:)

 Any suggestions?
