IEP question

It's nearing time to get Owl tested for an IEP, I need some guidance from you wise ladies.

Owl will be 3 in June and RC said they would help with the transition starting in Feb but our coordinator hasn't returned any of my calls. I'm going to start the process myself with some help from our mental health therapist.

Our older girls go to an out of district school using my IL's address, our local school is crap. I want to send Owl to the same dist as the other girls but have heard that getting a transfer with an IEP is a PITA if at all possible. We would have to ask for a transfer rather than using the address trick because Owl's foster paperwork has our address on it.

What do I say when I call? That I have an almost 3yo who needs to be tested for an IEP and can she get transferred to my preferred district?

Also, will Owl be able to attend PS without being fully potty trained? She holds it just fine but doesn't vocalize when she needs to go, she waits for someone to send her and eventually wets herself if not sent.

I don't know about the whole address thing but I can tell you that DS2 (almost 3.5yr and just started preschool 1.5wk ago) has toileting goals in his IEP.

In my state, preschool age children must receive special education services through their resident district, unless they are attending a county program.
