Now that little one is sitting up and too heavy for a carrier I'm looking for a shopping cart cover. I'd like it to cover Everything around her, have safety straps, clips for toys, and a place in front for my stuff list/coupons... would be great. Do you have one that you would recommend?

Floppy seat. It folds into a bag. Super convenient.

This, exactly. Love ours; this one: https://www.toysrus.com/product/index.jsp?productId=17288106&CAWELAID=1696446025&pla=plab&cagpspn=pla
We had an Eddie Bauer one before this, and while it had an awesome zippered pocket for me to keep stuff in, it was too small for larger carts (like at BJs or Costco), and the safety harness didn't fit LO's long torso well.
We have the Evenflo brand and I got it at Walmart. It's super easy to get on the cart, has good coverage and all the features you described. The aqua dot pattern we have seems to be out of stock but there are other options. It is a little big on the restaurant high chairs, but I am very happy with it nonetheless. The material is a fabric that is also very easy to wipe clean in between washings.

So the only reason I got one was because the vast majority of the carts have broken or missing straps and my LO has no self preservation instincts what so ever and will try to launch themselves out of every chair or seated device. However, a simple strap, doesn't have to even be tight, is enough to remind LO to stay seated. It's really hard to shop with LO in the grocery cart if you have to constantly keep one hand on them.
Meanwhile, I like my Floppyseat well enough. It's a little bulky, but it works.

Nothing else holds a candle to this. It was one of those things I really wanted and I spent months researching them (I'm a bit obsessive...) Yes the cost is higher, but the thing is incredible and SO worth it. I am eternally glad I didn't go with one of the cheaper ones. DD was a sitter at a very young age and there was really no way to take her shopping (at that point she hated the Ergo, and would only go in the maya on DH, had a non-detachable car seat and you can't do the weekly shop with a stroller!) So she was in this at about 3 months. It actually comes with a long gel-filled noodle thing that you can wad up and stick down one side and put a blanket on the other side to wedge bb in if they can't sit up. Obviously now she's fine without the liner at all but for long leisurely shopping I like to have it as her toys (and my phone and keys) can sit in it. It's got several large pockets for wet wipes and the like and a bunch of elasticy things on the inside to hold bottles, toys, phones etc. It fits every cart I've used it on, even fits the Target ones like it was made for them!
Defo one of my best baby investments.
