I guess it depends what you mean. Like can't play by herself because she doesn't know how to play? Or doesn't want to play by herself because she wants you to play with her? My boys don't really want to play by themselves... and goodness I hate to admit it, they've rarely had to because they've always had each other. They can play together in the playroom for 20-30 min. without needing much supervision. If they were alone they could probably go longer, but usually it ends in me breaking up a fight.
My PDD NOS DS will play alone for up to an hour when I force the issue of quiet time in his room. Usually he's poking his head out every 515 minutes asking if he can come out yet, but sometimes he'll get into something and play for a long time. Sometimes even if the issue is not forced he'll independently do something like puzzles or play doh, but only in the same room as I'm in.
If he has a friend over or and adult is directly playing with him he'll play indefinitely. The weekend my 5 year old niece spent with us I hardly saw him at all.
ETA: I have no idea what age appropriate looks like since my kiddo is an only.
