More sleep questions

LO is almost 9m and is generally a good sleeper at home. He goes down in his crib awake and falls asleep w/o fussing at night. For naps, he'll fuss for 30 seconds to 2 minutes and then fall asleep and take at least a hour nap. But ONLY in his crib. He won't fall asleep in his pack and play, especially if he can see us. He'll falls asleep in his crib just fine, especially if we aren't in the room. When we're out, he'll fall asleep on one of us if he's being held, and he'll fall asleep in his car seat while we're traveling.

LO will not nap in his Pack and Play or nap in his crib at daycare. He just immediately sits up and either stands and stares at us / people through the mesh or rails or sits and cries. Doesn't matter how tired he is, if he can see someone, he's not going to nap. 

Any suggestions how to get him to take naps around people w/o being held? We've tried CIO for naps, but after 30mins, he's still sitting up or standing, sometimes happy, sometimes crying.
