Monster at the end of the book (1 and 2), Elmo ABCs, Peek a boo series, PBS Kids app (has little segments from all their shows- Curious George, Dinosaur Train, etc.)
Also Jasmine! It lets you make play lists of You Tube videos, so you can load Elmo, garbage trucks, whatever your kid likes to watch and not worry about them clicking a link to porn by mistake.
Play at Home (at least I think that's what its called - they have a free version and a $3.99 version) - dd just started playing with that one and loves it.
I just downloaded Mickey Road Rally but we haven't tried it yet.
The Duck Duck Moose apps are great, like Trucks. He really likes the Peekaboo series- Farm, Wild, People, etc. Elmo's Monster Maker is a hit. And there are a bunch of Thomas apps he loves with coloring pages, matching games, and puzzles.
