It's how low they're presenting. I'd hope at 36 weeks, your doctor meant -2. +2 usually means you're about to deliver, in my experience (could be wrong).
This can also change with your position. Baby might be a little lower when you're standing up (which also depends on how much fluid you have... baby will float/move more if you have extra fluid).
