If my milk doesn't fully thaw in the fridge overnight, can I run it under warm water, place it in a bottle and put back in a refrigerator for 24 hours?

Yes, but try not to warm it any more than you have to. I would actually just put it in cold water for a few minutes instead.

Yes, as I understand it you have 24 hours to use it starting from the time it is completely thawed.
