Toddler Underwear

Hello! I was hoping you might have some ideas about the best kind of underwear for toddlers.  My DD has been potty trained for a year now but I have not found a brand of undies that seem to be a good fit yet. She is very tall and still has a lot of the chubby baby to her body like a big buddha belly.  So far we have purchased all of the target brands (hanes, etc.) and gap but with no luck.  Any suggestions?

Why doesn't Victoria's Secret carry children's underwear??? DD1 is a big girl. We get her the panties from Target that are licensed by Disney. I honestly don't know the brand, but they come in a pack of 7 and have the princesses on them. We bought her the 4T. They don't fit perfectly, a little loose maybe, but they do fit. She is probably closing in 40 inches, if not already there, and last time she was weighed, she was at least 36 lbs. I can't remember when that was, but it was months ago.
