Ill feed her, change her, rock and sing her. Everything in her room is normal yet she literally will cry for an hour then look rested once I get her. I've attempted this at a wakeful period of 1.5 hours, 2 hours, and almost 3 to see if she was not tired enough or too tired.
I have been consistent yet she won't fall asleep.
I know that every baby is different but after all these attempts I am at a loss. She also won't tolerate being rocked to sleep unless she's way over tired.
Ill take any advice!

Sorry you're having a rough time. Your baby's wake times should get longer as the day goes on, maybe try 2 hours between morning and her first nap, then 2 1/4 for the next one, then 2 1/2, and 2 3/4 before bed.
You might also be at the point of transitioning to two naps from three.
If she's really acting well rested after lying in the crib it could be that she's falling asleep here and there between cries, getting little spurts of rest between cries, which is sustaining her but not giving her actual rest. If you are sleep training for night time right now, her naps will suffer at first, but after a week or two they should sort themselves out.
My son CIO only one night and has been an excellent napper and sleeper ever since! My husband calls my daughter tough because she literally will stay awake very long if we are having a party or people over. No fuss,, just staring, smiling and loving all the chaos! Lol!
I feel your pain! We struggled because my kid didn't cry either, she just played and fussed over and over until she was exhausted, so sleep training took a while. If we have company over, she sleeps terribly because she knows she's missing in on the action.
We're not quite ready for two naps, but I can't wait until the freedom they would provide. My baby's still cat napping but can't stay awake long enough to reach two naps.
My advice would be to use CIO only when putting LO down for the night. Once this routine is established then begin to use CIO for naps too.
We've been doing CIO for over a month now and let me tell you that it is not been the 3-night wonder that some have led me to believe (or maybe it is just what I thought I was hearing because it is what I wanted to belive. But I digress...)
DD still cries most nights but ONLY for 10 minutes or less. Rarely does she cry longer than 10 minutes. Also, we ARE making progress as far as her STTN. She'll wake at night and often put herself back to sleep. Currently she is sick (again) so I am more concerned that she is getting enough fluids so I'm apt to get up and nurse her rather than let her CIO in the middle of the night. Beyond that, it IS getting easier to put her down for naps (thank daycare for much of that - they deserve some credit!). I am careful to read her tired cues and not put her down when she doesn't appear tired, even if her wakeful period is longer than expected.
I'm sorry it's so tough for you. DS's naps have been rough because he'll doze off and then wake up a few minutes later, feeling refreshed but not overly rested, like PP said.
Have you considered something other than CIO? We're doing No Cry Sleep Solution and it's helping. It's not a quick fix, but CIO doesn't always work for all kids.
