Both are NNs to me. If I had to choose-- I think I would pick Lainey.
I know you didn't ask, but have you considered a formal name and using these two as NNs?

This!
Yeah, but I really want to give her the name that she will be called by so she won't constantly have to say, "Yes, but people call me ___."
DD#1 is Anna Lee Lastname and we call her Anna Lee most of the time. I struggled between that and making her first name Annalee. But I like the fact that Anna was a short sweet name on it's own and if she just wanted to go by Anna later on she could. After she was born I had some regret on giving her a name different than what I wanted her called, but now I'm good with it.
I just want to avoid that whole thing with this next one and just give her a first name that is simple and exactly what we want to call her. KWIM?
EDIT: sorry, meant to quote danandvan

The problem with using nicknames for first names is that they might not fit as well as you hope (of course this could be said for all names, but nicknames tend to be cutsier). We named LO something with a fairly obvious but not automatic nickname that we loved and now never us the nn because it just doesn't fit her. Having a full name gives her options.
FWIW, I'm sure all the Dans, Daves, Kates and Lizzes out there do not suffer greatly from saying "my name is _ by I go by _" all the time. I'm pretty sure they just say say "my name is 'nn'" and people get it. Everyone has to introduce themselves to other people and tell people their name. I'm sure you're LO will be bright enough to figure out how to tell people 'my name is Lainey/Laina' without making a big deal out of it.

Just for some input, my formal name is Alane (Irish meaning "fair") but have been called Lanie my whole life. I have never gone by Alane, but I like being able to introduce myself at job interviews and such with a more formal sounding name. Usually after I get better acquainted with someone I tell them to call me Lanie and if I meet someone casually I just say Lanie.
I absolutely love my name. I like that its unique but still recognizable.
