I love bowls and glassware. The more fancy and intricate the better. I guess you could say I collect them, but I use them. I don't have them displayed in my home. We use them for everyday use. I love to search antique shops for old glassware.

I collect shot glasses and post cards from everywhere I go. The reason I started collecting postcards is because I was young and they were cheap. As for the shot glasses, I was in college and they were cheap and fun for parties Plus they are easy to find just about anywhere you go.
Woof Poof Santas for me. My mom also collects them, and she bought me a couple. They are a fun Christmas decoration, and I like looking for a new one, half price, on the day after Christmas each year.
I collect pottery and Willow Tree angels. I have just always loved hand made pottery. I like to display it and I think it makes a great conversation piece during a party LOL
I don't know if I 100% agree, but it is a good point in many cases.
Growing up, we collected magnets. Every inch of our fridge had a magnet on it documenting a different vacation or family experience. It actually looked a lot neater than houses that attach calendars, kids art, postcards, etc to their fridge.
Right now, I can't think of anything that I collect ... so i suppose that my answer is no.

Does it count as hoarding if you keep it dust free and up on shelving? Or if you use it and clean it often?

I used to collect shot glasses too! I gave them all to Salvation Army when I moved though. I needed to pare down.
If you asked my DH, he'd say I collected scrapbooking supplies. ;-)

To be honest, I tell DH all the time that I am one small breakdown away from becoming a hoarder, so I see your point
