I frame all professionalish pictures that I give out, except for wallet size of course. My mom and ILs put up new pictures right by previous ones but my brother and his fiance will rotate old ones out now and then and they give me the frames back. They know I buy A LOT of them!
I might annoy people saying this but I do not think that giving a picture of your kid to someone is really a gift unless you only have the pics taken for them. My only exception is to give it from the kids and not from the parents in which case it should be frames. I am going to do this for my SIL this year although it makes me cringe, my only reason is she gave them to me as gifts when her kids were little and I have not given a pic to her and my brother since my 4yo was a baby but we do not exchange gifts.

I just give them the photo. Not as a gift though. If it was a wrapped gift, I would probably frame it.
This. Sometimes DD will decorate a foam pic frame or paint on a wooden one as a craft and we will give that with the photo too. This yr for xmas each GP is getting a nice frame and pic as part of their gifts.
