DD has gotten into the habit of yanking my shirt down and stuffing her face in! I'll admit it's adorable at home but not when we have company and it's definitely not appropriate when we're out in public! 

Does anyone have any tips to discourage this... besides wearing a turtleneck haha

I feel bad telling her no, because I feel like she takes it as "No, you can't eat/you aren't supposed to eat" and she gives me this really awful (to me), sad look when I do.

I'm not sure how I would handle this, but you are going to need to be consistent. Your LO probably doesn't get that there are different "rules" for how we behave in public yet, so you're going to have to discourage it at home too (no matter how cute it may seem). Can you teach her to politely ask or sign for milk rather than grabbing? You need to teach her that grabbing other people's bodies is wrong and that she needs to ask for what she wants.
